Case Study 1

When silence signals risk: rebuilding trust during rapid organisational change

As a public sector organisation grew rapidly and became more embedded within a broader system, engagement from a critical workforce cohort began to fall away. These staff were central to the organisation’s mandate and deeply experienced in their fields — yet they felt their expertise and concerns were being deprioritised as change accelerated.

Leaders were working hard to manage growth, but without clear feedback they struggled to understand what was driving disengagement. The silence was misread as resistance or personality conflict, masking the real issue: a loss of voice, identity and psychological safety during a period of significant transition.

Balancing ambition and credibility in a high-stakes environment

An independent statutory authority operating in a sensitive political and policy context needed to define a future program of work that was ambitious, credible and deliverable. Leadership was deeply invested in making the right decisions — not only to secure funding, but to protect the organisation’s reputation and public trust.

AEC consultants acted as specialist advisors, designing and facilitating a bespoke prioritisation framework that balanced strategic ambition with delivery risk, capability and organisational readiness. Across a large and evolving portfolio of work, leaders recognised that change was being approached inconsistently. Teams cared deeply about outcomes, but there was no shared way of thinking about or embedding change during project delivery — and existing change frameworks felt abstract and difficult to apply.

AEC consultants partnered with an internal team to co-design an integrated change ecosystem that aligned directly with how work was already being done. Rather than introducing new tools or additional steps, change principles were embedded into familiar project management templates, systems and ways of working.

By introducing simple, question-based prompts at key decision points, teams were encouraged to consider impacts on people, culture and delivery as part of their everyday work. Change became familiar, practical and frictionless — not an extra burden.

As a result, leaders and teams gained confidence to lead change consistently, communication and engagement improved, and change thinking became part of normal project delivery. Importantly, this capability was embedded internally, reducing reliance on external support and enabling sustainable, people-centred change.

Case Study 4

Turning strategy into delivery through shared capability clarity

A public sector organisation launched a bold five-year strategy with a clear ambition to be world-leading in its field. While the intent was strong, leaders recognised a critical risk: without a shared understanding of the capabilities required to deliver the strategy, the organisation might complete activities without achieving the intended impact — or struggle to course-correct at pace.

AEC consultants worked with the executive leadership team to define the core skills, knowledge and behaviours needed to bring the strategy to life. These capabilities were then tested and refined with staff, who highlighted the systems, policies and processes required to support delivery — not just individual development.

The resulting Capability Blueprint articulated what success looked like across roles and levels, aligned capability expectations to organisational values and translated strategy into observable behaviours. It created a shared language for performance, transparency in leadership expectations and a practical foundation for workforce development.
